Australia is preparing for a major shift in its migration system in 2026, with a stronger emphasis on skilled workers, tighter visa integrity, and a reshaped international student program. While the overall permanent migration cap remains unchanged, the internal priorities of the system are shifting significantly.
Permanent Migration Cap Remains Stable
The Australian government has confirmed that the permanent migration intake will stay at 185,000 places for 2026. However, the composition of this intake has changed. Around 71% of visas are now allocated to skilled migrants, reinforcing the government’s focus on addressing labour shortages and supporting economic growth. The remaining places are largely reserved for family and partner visas.

Skilled Migration Takes Priority
Skilled visas continue to dominate Australia’s migration strategy. Occupations in healthcare, construction, technology, and other critical sectors are expected to benefit the most. Policymakers argue this approach ensures migration better aligns with workforce demand and long-term productivity goals in Australia.
Changes to International Student Intake
International education remains a key pillar of Australia’s migration and economic framework. Student planning levels are set to increase from 270,000 to 295,000 places in 2026. However, this expansion comes with stricter visa scrutiny, enhanced compliance checks, and a more selective approach to provider allocations.
Universities will be assessed on factors such as student outcomes, accommodation availability, and engagement with priority regions, particularly Southeast Asia. Institutions that demonstrate stronger compliance and student support systems may receive higher visa allocations.
Stronger Visa Integrity and Compliance
The migration reset follows heightened scrutiny of visa integrity after several high-profile incidents and an independent review of the system. As a result, the government plans to modernise digital processing systems, improve background checks, and strengthen monitoring of temporary visa holders to reduce exploitation and misuse.
Ongoing Challenges Ahead
While experts largely support the skills-focused approach, concerns remain around housing shortages, settlement services, and whether visa settings can keep pace with rapidly changing labour market needs. Balancing economic growth with social infrastructure will be a key challenge as reforms roll out.
